(I had already written to this list a few years ago to know about FOSS
in Mauritius, but eventually I didn't get enough feedback to put an
article together. The people who wrote to me in that occasion are
obviously welcome to do it again!)

I had been talking to Mauritius through TiE and WITFOR and a couple months ago
a minister came to meet me and next thing I saw was that the ruling party had
put OLPC on its Election Manifesto. In the election just concluded the Labour
Party of Mauritius adopted OLPC as a national program and published it in its
National Election Manifesto.

It just won a landslide victory for Dr Navin Ramgoolam!

As part of the constitution of Mauritius, I am told, the Government has to
start action on the mandate within 90 days of the date of election.

This makes Mauritius the fourth nation to declare OLPC as their National
Strategy for the education of the young children.

 L AVENIR DANS LA CONTINUIT 

1. Notre vision est de faire de Maurice l une des nations les mieux

connect es au monde durant les prochaines cinq ann es  

une   I-Mauritius     et de r duire la facture num rique car le

  broadband   demeure l un des moyens d acc l rer l int gration

de nouvelles technologies et qui permet aux citoyens de b n ficier

au mieux des TIC.

2. En plus de la connectivit  internationale, nous allons promouvoir

et soutenir la modernisation de notre infrastructure locale

en passant des c bles en cuivre vers un r seau   fibre optique

pour des services   haut d bit. Nous rendrons l internet encore

plus accessible au public car nous avons l intention de faire de

l acc s   l internet, un droit de base pour les citoyens de Maurice

durant les cinq prochaines ann es. Nous comptons lancer un

plan sp cial ciblant les couches d favoris es pour des   bundle

services   comprenant l acc s   un ordinateur et   l internet

Broadband.

3. Nous allons faciliter le d ploiement de nouvelles technologies

comme le LTE (  Long Term Evolution  ) afin d apporter   nos

citoyens une exp rience num rique totalement nouvelle.

4. Nous avons l intention de r volutionner la mani re dont nous

 duquons nos enfants. Nous allons introduire le Programme

  One Laptop Per Child   (OLPC) avec l objectif de transformer

l  ducation de nos enfants en leur permettant d avoir acc s aux

outils de la technologie moderne qui les aideront   comprendre

l informatique d s leur plus jeune  ge.

5. Les investissements dans la recherche et le d veloppement des

TIC peuvent jouer un r le capital dans la croissance  conomique

du pays   long terme. Nous allons lancer un programme

d innovations destin  aux jeunes dans les TIC pour d velopper

une culture d innovations parmi eux en mati re de TIC.

6. Nous d velopperons un  cosyst me novateur pour les TIC afin

que les TIC soutiennent en profondeur les entreprises et les

industries. A cet effet, des recherches pluridisciplinaires visant

  cr er un environnement favorable   l innovation,   d velopper

des r seaux parmi les PME et   b tir les connaissances ainsi

que les capacit s, seront initi es.

7. Nous allons poursuivre en profondeur la r forme du cadre l gislatif

afin de cr er l environnement appropri  qui permettra   de

nouveaux mod les d entreprises d  merger sur un r seau enti rement

  IP   pour offrir de nouveaux services. Cela pourra inclure

des centres de stockage de donn es et du   cloud computing  

entre autres.

8. Dans le cadre du projet Maurice Ile Durable, nous lancerons

un plan visant   encourager les initiatives des entreprises

utilisant les TIC pour r duire leur empreinte carbone.

9. La construction de b timents  cologiques (  Intelligent/Green

buildings  ) sera encourag e.

10. Pour rendre la culture et le savoir au plus grand nombre, nous

allons cr er une biblioth que en ligne o  les Mauriciens pourront

acc der gratuitement   la litt rature,   la musique et aux vid os

produits localement.
