[lugm.org] Need for a local distro

There will be no maintenance of a whole distribution but rather a remix of
a popular one with customizations of the locale.
This should be a teaching tool for the team and then we should proceed to
make distro independent packages with local content and of course tutorials
not limited to creole.

A simple idea is that a live distro(either on pendrive or optical media) is
run and immediately the user has instant access to local news, data,
information, ... and so on.
It should also be able to accomodate a few nice video tutorials for
newcomers.

Most distros are available in english but there are too much configurations
needed to achieve a status of multiple languages. We hope to minimise those
steps.

I hope to have one available before this year's Corsair Hackers
Reboot/Convention event.

Remixing a new distro won't be that difficult but to provide up to date
content shall the challenge.
