The FCC is a US entitiy that only has durisdiction within the US. The FCC cannot influence in any way the firmware *I* as an African in Mauritius run on any device I control.

I can see how the FCC's influence in the US could affect your fellow hackers located there and thus negatively impact the collective work overall. But your Subject line is not accurate; the FCC does not care about - and cannot prevent - *me* doing anything.
