that doesn't seem too unreasonable.  sure, it's more expensive than something in a cloud elsewhere, but not by too much.
if you keep thinking it's cheaper to get a $7 VM in $northern_hemisphere country, then there will never be an incentive, and/or business case for these guys to improve.
and there will never be a case for local content.  or local peering.  and in 18years from now, you'll still be paying too much for bandwidth.

i pay about Rs500/month for a small VPS in ZA.  i could get it cheaper in DE/US/UK.  but then the local supplier would never see the benefit of improving his services here.  and, it's through my incessant whining at them for things that they do not necessarily do properly (or, perhaps, to my satisfaction -- and that, to their credit they do spend time  fixing!) that i believe that they - and the market here - is slowly improving... a few years ago, this was more than twice this price
