[lugm.org] Linuxfest 2013 certificate

Nobody was promised certificates. But we decided to hand out Attendance
Certificates anyway. Everybody who attended the event are entitled to this
certificate. I'd go even further and make special certificates for those
who made presentations for it is not simply an "attendance certificate"
