Hello, I didn't have enough sleep when I sent the original mail.

The person is not the head of technician, just a normal technician
who works there. I've just learned this. There are no head of technician
position in UoM. I should have checked carefully.

That said, UoM lecturers are doing with what they can. Many of
their classes are severely under-funded, and they are doing the best
with what they have.
