It seems that your knowledge about Windows operating systems, at least
Server, is outdated. Since Windows Server 2008 it is possible to run
headless system, read: without UI layer.

This covers only one part of the Windows users. The request for
headless, shell-like (remote) management and handling of Windows Server,
especially in hosting or SQL Server environments, is quite old and
(finally) has been realized by MS.

Talking about PowerShell, I blogged my opinion on this back in April 2006:

This is how business runs. Software patents suck, too.

Anyway, Linux "copied"/integrated X Windows System from the existing
Unix derivatives at that time. So, IMHO it's not about to blame who
copied who or what, but to see the progress in terms of improvement. I
know, that there is an endless number of purists out in this world but
competition fuels development...

And I totally agree with you that quite some ethics of MSFT are pretty
low. And "innovation" is for sure not an attribute related to MSFT but
other companies or startups then being bought by MSFT.
