A remix of a distro is not hard. Several projects exist for this particular
purpose.
Effort should be focused on bringing content. If the team cannot bring
forward up to date content for the remix, its not worth the effort. No
content equals a dead end project.

Working in the government provides me plenty of time and working with
donkeys plenty of patience but I'm lazy as a physicist so effort will be
hard.
