[lugm.org] Linuxfest 2013 certificate

There was no prior announcement on linuxfest.lugm.org in regards to
certificates being given. But now that certificates are being given out,
they are to be given out to everyone who attended the event, including LUGM
or Computer Club members who did attend the event.
