[lugm.org] Strange vsftp behaviour

Hello People,
Happy New year 2013 to everyone.

I have configured vsftpd service on a centos machine and using filezilla to
access the directories
from windows machine.

>From windows to linux, upload is working fine, however whenever I try to
download files, it is failing with the following:

Status: Starting download of /pub/Testing/GetInactiveUsers.ps1
Command: PASV
Response: 227 Entering Passive Mode (172,16,250,40,42,225).
Command: RETR GetInactiveUsers.ps1
Response: 550 Failed to open file.
Error: Critical error

Has anyone come across this error before? Firewall is disabled, files
permission chmod777 and owned by current user logged in.
